I. On-site inspection of toxic chemical substance declaration, audit and flow tracking
(I) Manage toxic chemical substances, places of concern for food safety risks, chemicals of operational concern, and chemical bureaus to conduct case inspections and inspections, and check for upstream and downstream anomalies. During the planning period, check at least 180 sessions and complete the process. A total of 184 Shows; 108 of them were inspected by poisonous chemicals manufacturers, 60 were inspected by chemical raw materials, and 16 by animal husbandry; in the inspections of poisonous chemicals manufacturers within their jurisdictions, "no improvement" was required. 35 times, 73 times for "improvement" and 3 "whistleblower" total penalties of NT $ 190,000. (2) Cooperating with the environmental protection agency's project review and follow-up improvement tracking, 18 executions were performed, including 1 report by the public, 8 times during the Dragon Boat Festival duck egg farm, 8 times during the Mid-Autumn Festival duck egg farm, and winter solstice season 1 project; only the chemical raw materials line reported by the public needs to be improved and the improvement has been completed, and no other improvement projects have been found.
(3) Checked the abnormal status of the real-time tracking system (GPS system) of toxic chemical substance transport vehicles, performed a total of 51 times, of which 47 times were the "1-3 types of poisons" reported by the "routine inspection and reporting platform". The "points do not match" project was checked and delivered by Gaoke Magnetic Technology Co., Ltd. to China Iron and Steel Co., Ltd. The abnormal cause was that the end point of the positioning was the address of Sinosteel, and the Sinosteel plant area was too large, and the discharge location was too far from the original positioning point. As a result of anomalies from a long distance, it is reported to the Chemical Bureau that there is no abnormality after the location is modified; the other 4 cases are spot-tracking follow-up inspections on the spot, and the results of the random inspection are all normal.
(4) Cooperate with 10 unattended drills and on-site coaching operations at the operation site. A total of 10 sessions were performed, of which 5 unattended drills and on-site coaching were conducted in total. The other 5 sessions were only on-site coaching. The improvement of the counseling recommendations is expected to be 109. Annual tracking.
(5) To conduct on-site counseling on detection and alarm equipment for the manufacturers of poisons in the jurisdiction, this plan screens manufacturers in the jurisdiction that comply with Article 5 of the toxic chemical substance strain equipment and detection and alarm equipment management measures, and executes a total of 4 times. The improvement of coaching suggestions is expected to be tracked in 109.
(6) Assistance with the Environmental Protection Agency's letter requesting local environmental protection agencies to handle matters and other temporary assignments of the agency. During the implementation of this plan, cooperate with the Industrial and Technological Research Institute for "Joint Coaching Work on Chemical Substances Operation Plant Safety and Public Dangerous Goods Management" A total of 3 on-site coaching sessions were performed, and the improvement of the coaching recommendations has been reported to the ITRI by the manufacturers.
Assisting agencies in conducting propaganda, review and archive management
(1) Assisting authorities in the preliminary review of written application documents for toxic chemical substances, a total of 51 times.
(2) Assisted in the implementation of routine routine inspections of online reporting of toxic chemical substances, assisted in a total of 43 executions, and the deficiencies in inspections have been corrected.
(3) To assist the industry in providing consultation on the online application of toxic chemical substances and the filing of application forms. As of December 10, 108, a total of 258 consultations were provided.
(IV) At least 100 tests were conducted by telephone manufacturers and fax and drug disaster-related agencies, and a total of 127 tests were performed, of which 17 tests were fax communication tests. The test results were successful and the communication was good.
(5) Three sessions of toxic chemical substance related laws and regulations briefing sessions or joint defense team training sessions have been conducted on June 11, June 14, September 19, and November 18, respectively.
(6) To conduct compound poisoning disaster drills and cooperate with fire fighting units to conduct compound poisoning disaster drills. The method and content of the drills must be handled with the consent of the authorities. There are 4 poisonous compound drills in cooperation with fire fighting units; Part of the sexual drill was co-operated with the Air Pollution Division of the Pingtung County Environmental Protection Bureau on November 4 and 5 for the "Pingtung County Government Environmental Protection Bureau's Pollution Control Exercise for Poisonous Chemical Accidents and Air Pollution Incidents".
(7) One round of training for the environmental protection team of the civil defense team (toxicants and chemicals of concern), which has assisted in one session on June 17, 18, respectively.
(8) The manufacturer shall assist the machine to conduct on-site records, photos, and follow-up of the closed case of poisonous chemicals in the event of a poisoned environmental accident. There is no poisonous accident in Pingtung County.
(9) Assisted in the training of the toxic chemical substance disaster prevention and rescue plan in Pingtung County. The study of the plan book and the submission of related information have been completed.
(10) Assisting the agency in document processing and file management. During the planning period, engineers in charge of the bureau assisted the agency in collecting data from the manufacturers before the audit, archiving, reviewing and tracking the progress of the data after the audit.
(11) For other tasks assigned and assisted by the agency, the matters assigned by the contractor shall be followed.
(12) Assist in the assessment of toxic chemical substances, etc., and meet more than 90% of the EPA's related assessment requirements for 108 years. The total score of the assessment is 100%, of which 15% is not the actual implementation of the project. The due score is 76.5%, and the self-score of this plan is 84%, which meets the contract requirements.
Third, others should cooperate
(1) One business execution education training shall be conducted within one month from the implementation date of the plan; during the performance period, the personnel who execute this plan shall attend at least one education training course or meeting related to the business of this case.
